Honestly, the quickest way is to just slap a PNG circle on there and call it a day. 😏
Just Google something like “Doodle Circle PNG“.
Download the one you like …
Insert it in to Google Docs.
(“Insert” > “Image” > “Upload from computer“)
Select the PNG we just downloaded.
The select the “In Front of Text“ option.
If that is not available to you under the image, look for the “Image Options“ button.
(Appears on the toolbar when you select the image).
In the sidebar that pops up, expand the “Text Wrapping“ tab.
There you will see the same options under Style.
Select the “In Front of Text“ option.
If you end up with a double space, just hit backspace.
Now you can play around with the size of that circle.
And place it over what you wanted to highlight.

In that case, try this Method 02.
(Method 02) Using a Drawing
If you wanna change the color, then you’re gonna have to insert the circle as a shape/drawing.
To do this, Go to “Insert” > “Drawing” > “+ New“.
Click on the Shape icon.
Select the oval shape under “Shapes“.
Draw the shape you desire.
And change the fill color to “Transparent“.
Now pick any color for the border.
Hit “Save and close“.
Just like before, set the image option to “In front of text”.
And place it wherever makes sense.
You can copy and re-use the circle anywhere in your document.

You can simply change your Google search term to something like “Blue (or whatever color)Doodle Circle PNG“.

In case you are looking to crop images in to a circle like this:
Go to “Insert” > “Drawing” > “+ New“ (like before) …
This time though, select the image icon up top …
Drop your image here …
Click the dropdown by the crop icon. Pick your mask shape.
Click on “Save and close“.
Adjust the image size and place it where you want.
